City planning tax

This is a municipal earmark tax with a specific use, levied on people and companies who own land or houses within urbanized areas of urban planning districts, in principle, to cover the costs of urban planning and land readjustment projects carried out by certain municipalities. When urban planning projects and land readjustment projects are carried out, the utility value of the land and houses in the area increases, and their prices also rise. Therefore, this tax is levied on those who are expected to ultimately receive these benefits. It is a type of beneficiary burden tax.

The city planning tax is subject to tax, taxpayers, and tax base almost the same as the fixed asset tax. The tax rate cannot exceed 0.3%. It is usually collected together with the fixed asset tax. As with the fixed asset tax, the tax burden on agricultural land is adjusted. In other words, agricultural land in certain urbanized areas is taxed at a reduced rate to prevent a sudden change in the tax burden.

使途が特定されている市町村の目的税で、一定の市町村が行う都市計画事業や土地整理事業に必要な費用にあてるため、都市計画区域のうち、原則として市街化区域内に土地や家屋のある人や会社などに課せられる税である。都市計画事業や土地区画整理事業を実施すれば、その区域内の土地や家屋の利用価値が高まり、また価格が上昇する。そこで、これらの利益を最終的に受けると考えられる人たちに対してかけられるのがこの税である。いわゆる受益者負担課税の一種である。

 都市計画税の課税客体、納税義務者、課税標準などは、固定資産税の場合とほぼ同じである。税率は0.3%を超えることはできない。通常、固定資産税とあわせて徴収される。固定資産税と同様、農地については税負担の調整が行われている。つまり、特定の市街化区域農地については、税負担が急変しないように、軽減税率で課税することになっている。
