...It was enacted in 1948 along with the Medical Care Act, repealing the old Medical Practitioners Act (1906).

Those who graduate from a six-year medical school (medical faculty), pass the national examination, and do not fall under any disqualification grounds are granted a medical license by being registered in the "medical register" by the Minister of Health, Labor and Welfare. Those who are incompetent, quasi-incompetent, or have complete visual, hearing, or speech disabilities cannot receive a license (absolute disqualification grounds).
