After graduating from the Moscow Military Academy, he studied in France (1871-75) and Turkey (1875-77), where he was influenced by French liberalism and the ideology of the Young Turks. After returning to Russia, he became mayor of Bakhchisaray in Crimea (1877-82) and founded a madrasah based on the so-called "New Method" (Jadidism).
