Born on April 20, 1848. Second son of Ii Naosuke. After his father was assassinated outside Sakuradamon Gate, he became the 16th head of the Ii clan, lord of Hikone Domain in Omi (Shiga Prefecture) in 1860. As punishment for the Sakuradamon Gate Incident, he was stripped of 100,000 koku of rice and dismissed from his position as Kyoto Shugo. In 1890, he became a member of the House of Peers.
