At the Yalta Conference in February 1945, the Allied Powers agreed to return southern Sakhalin to the Soviet Union and to hand over the Kuril Islands to the Soviet Union. The Soviet military entered the war against Japan based on this agreement. On August 15, AM Vasilevsky, commander of the Soviet Far East Army, ordered the occupation of the Kuril Islands, and on August 23, the Soviets completed the occupation of the northern Kuril Islands. They landed on Urup Island on August 31, and by September 3, they had occupied Etorofu Island, Kunashiri Island, the Habomai Islands, and Shikotan Island. Today's Northern Territories issue began on December 1, 1945, when Nemuro Town Mayor Ando Ishinori traveled to Tokyo and submitted a direct appeal to General MacArthur, the Supreme Commander of the Allied Powers. The direct appeal emphasized that the "four northern islands" were inherent Japanese territory, and called for the Soviet military's armed occupation of the area to be placed under the guaranteed occupation of the U.S. military, calling the Soviet military's armed occupation unjust.
