In the end, opponents of the Constitution were forced to use the more passive term "anti-Federalists," and after fiercely fighting in the constitutional conventions of each state, they were defeated and the proposed federal constitution went into effect (1788). The Federalists succeeded in putting forward G. Washington, a bipartisan figure, as president, and the young and capable Hamilton was appointed Secretary of the Treasury, with a series of policies being enforced under his leadership.
