…In the Song Dynasty, as cities developed and poor people began to gather there, the government also began to implement full-scale poverty relief policies. At the beginning of the 12th century, during the reign of Emperor Huizong at the end of the Northern Song Dynasty, this reached its peak, when in all the prefectures and counties throughout the country, hospitals (for the elderly), Anjibo (for medical care), and Luozeyuan (for cemeteries) were established to house the homeless poor and the dead, and within the city walls, a system of providing food and lodging for a few months in winter was established. In Lin'an, the capital of the Southern Song Dynasty, there were more than 5,000 poor people who received grain every three to five days in the winter, and in years of famine, the number increased to enormous numbers due to the influx of people from the surrounding areas. …
