A shogunate official and feudal lord in the pre- and mid-Edo periods. Commonly known as Shiroemon. Son of Kishu (Wakayama) feudal lord Seibei Yoshikage. Served the fifth feudal lord Tokugawa Yoshimune, serving as a servant and head clerk. In 1716, when his lord Yoshimune inherited the shogunate, he became a shogunate official, was appointed to the newly established position of attendant attendant, was given 1,300 koku in Ise Province, and was appointed as Hyogo no Kami (Junior Fifth Rank). The following year, he was given 1,000 koku in Shimotsuke Province (Tochigi Prefecture), and in 1718, he was given an additional 7,700 koku in Ise, Shimotsuke, and Kazusa Provinces (Chiba Prefecture), making him a daimyo with 10,000 koku. Together with his colleague Kano Hisamichi, he participated in the reform politics of the Kyoho era as a close aide to Yoshimune and played a major role. In the Tokugawa Jikki, he is described as having a "very clever and sharp" personality, which suggests that he was a shrewd man.

江戸前・中期の幕臣,大名。通称は四郎右衛門。紀州(和歌山)藩士清兵衛義景の子。5代藩主徳川吉宗に仕え,御用役兼番頭となる。享保1(1716)年主君吉宗の将軍家相続に伴って幕臣となり,新設の御側御用取次に就任し,伊勢国の内で1300石を与えられ,従五位下兵庫頭に叙任。翌2年下野国(栃木県)で1000石,11年には伊勢,下野,上総(千葉県)国で7700石を加増され,1万石の大名に取り立てられた。同僚の加納久通と共に,享保の改革政治に吉宗側近として参画し,大きな役割を果たした。『徳川実紀』には,「さえかしこく,かどかどしき」性格と記載され,切れ者であったことがうかがえる。
