...The first "white paper" issued by the Ministry of Education was "Educational Standards in Japan" in 1959, and since then, it has been issued roughly every five years under the same name, and white papers have been published on important themes at the time, such as higher education (1964), social education (1965), youth health and physical strength (1966), and private schools (1967). The Japan Teachers Union has produced the second education white paper, "Japanese Education as It Is" (1950), "Japanese School White Paper" (1958, 1961), "Japanese Education White Paper" (1965), "White Paper on Japanese Education" (1971), and a series of "Textbook White Papers," as well as "Black Papers" that expose educational problems and the reality of education control.
