Born: August 24, 1899 in Okayama [Died] June 19, 1989. Tokyo social policy scholar, criminal law scholar, and lawyer. Graduated from Tokyo Imperial University in 1922 and became an assistant professor there in the same year. After studying in Europe, he became a professor at Kyushu Imperial University in 1927. He was an active member of the Social Policy Association, but in 1930, his paper critical of the Peace Preservation Law was banned. He was imprisoned twice, in 1933 and 1940. After World War II, he was elected to the House of Representatives as a Communist Party member in 1949. Thereafter, as a lawyer, he defended cases such as the Sunagawa Incident and the Matsukawa Incident. His main works include "History of Japanese Social Policy" (1937).
