Beard also wrote many books on social science research, political science, and urban administration, but in 1922 he was invited to Japan by Tokyo Mayor Goto Shinpei, where he wrote “A Treatise on the Municipal Government of Tokyo” (1923), and returned to Japan after the Great Kanto Earthquake, and he has many acquaintances in Japan. …
