One of the Ryoge no Kan (official offices outside the Imperial Court). This official examines the documents that the successor issues to the predecessor when the internal and external officials are replaced. In Japanese, it is also read as "Tokurayoshikanga Urutsukasa." The office was located in the northwest corner of the Daijokan (Grand Council of State), south of the Nakatsukasa Ministry. The staff consisted of one chief minister, two vice ministers, three judges, and three chief clerks, with four ranks of officials, including the Shisho (history officer) and Shibu (messenger). In particular, when the provincial governor was replaced, the successor did not easily give the predecessor a Kaiyu (document proving that the duties had been taken over without any problems), which often led to disputes and irregularities between the predecessor and the successor, so around 797 (Enryaku 16) during the reign of Emperor Kanmu, this messenger was placed to handle the matter. The following year, in 798, the treatment of staff of the envoys was stipulated, but it was temporarily abolished in 806 (Daido 1) during the reign of Emperor Heizei. It was later revived in 824 (Tencho 1) during the reign of Emperor Junna. It continued as a permanent office after this, but gradually became a mere figurehead. The "Koutaishiki" (Ceremonies for Replacement of Officials) from the three reigns of Enryaku, Jogan, and Engi is a compilation of legal formalities concerning the replacement of officials in the internal and external domains.

令外官(りょうげのかん)の一つ。内外官人の交替のとき、事務の引き継ぎに際し後任者が前任者に交付する書類を審査する官。和名で「とくるよしかんがうるつかさ」とも読む。役所は太政官(だいじょうかん)の北西隅、中務(なかつかさ)省の南にあった。その職員は長官(かみ)1人、次官(すけ)2人、判官(じょう)3人、主典(さかん)3人の四等官制をとり、その下に史生(ししょう)、使部(しぶ)などが所属する。とくに国司の交替に際し、後任者が前任者に対し、容易に解由(事務を滞りなく引き継いだことを証する文書)を与えず、前任と後任との間に、争論や不正などが生じることが多かったため、桓武(かんむ)天皇の797年(延暦16)ころ、この使を置いてその処理にあたらせた。ついで翌798年使職員の待遇を定めたが、平城(へいぜい)天皇の806年(大同1)に至り一時廃止。その後、淳和(じゅんな)天皇の824年(天長1)に復活。これ以後は常置の官として存続するが、しだいに有名無実化した。延暦(えんりゃく)・貞観(じょうがん)・延喜(えんぎ)3代の『交替式(こうたいしき)』は、内外官の交替に関する法令格式(きゃくしき)を集成したものである。
