Regarding the actual state of rule (wilaya) by caliphs and sultans, during the time of the Arab Empire, the emirs collected taxes from the peasants of the conquered territories and used some of that to pay salaries (ata) to Arab warriors. This system was called the ata system. The emirs in charge of military towns (misr) were appointed by the caliphs, and under this system, the people in charge of the practical aspects of tax collection were village chiefs, who had been in charge since the Sassanid and Byzantine eras.
