A state in which the deterrent function that works on nuclear powers is exerted on non-nuclear powers. In modern times, the security of any country cannot be considered without the existence of nuclear weapons, and the threat that nuclear powers pose to non-nuclear powers is a serious problem, especially given the overwhelming destructive power of nuclear weapons and the lack of effective defenses against them. The United States has therefore extended its nuclear umbrella, promising to retaliate with its own nuclear weapons if its allies are subjected to a nuclear attack. However, there is concern that the United States will not dare to enter into nuclear war even if it is not directly related to its own vital interests. With the dissolution of the Warsaw Pact and the collapse of the Soviet Union, Russia's nuclear umbrella has been reduced.
