A 1938 Ministry of Education notice had already required students to perform labor service for three to five days during long vacations, but in June 1943 the Tojo Cabinet ordered the strengthening of military training at each school, and in January 1944 labor mobilization became mandatory for four consecutive months of the year, and in March it was decided that it would be implemented year-round.
