...Based on this adoption, in July of the same year, the Association submitted a petition to the Governor of Hokkaido and the Speaker of the Hokkaido Prefectural Assembly, calling for the repeal of the Hokkaido Former Aborigines Protection Act and the enactment of a new law. In response, the Governor of Hokkaido (Yokomichi Takahiro) immediately established the Utari Issues Discussion Group, a private advisory body to the Governor. The "Forum" subsequently examined indigenous policies in the United States, Australia, and New Zealand, and in March 1988 submitted a report to the Governor of Hokkaido, in which it recommended abolishing the current "Hokkaido Former Aborigines Protection Law" and the "Asahikawa City Former Aborigines Protection Land Disposition Law," and enacting a "New Ainu Law" (tentative name) that would include the following: (1) a declaration to respect the rights of the Ainu people, (2) strengthening human rights protection activities, (3) promoting Ainu culture, (4) establishing an independence fund, and (5) establishing a new deliberative body. (However, the Forum rejected the Hokkaido Utari Association's request for "suffrage" in the form of "special seats for the Ainu in national and local assemblies," claiming that this would violate the Constitution of Japan.) It is noteworthy that the justification for enacting a new law with such content was based on the "indigenous rights" of the Ainu people. Using the report of this "forum" as a major foundation, the Hokkaido Utari Association subsequently requested the government to repeal the "Hokkaido Former Aborigines Protection Act" and the "Asahikawa City Former Aborigines Protection Land Disposition Act" and to enact a "New Ainu Law." The Association also proactively engaged in exchanges with indigenous peoples around the world, sent representatives to the United Nations to appeal to the world about the current situation of the Ainu people, and actively engaged in activities both domestically and internationally to realize the "New Ainu Law."
