...Based on this adoption, in July of the same year, the Association submitted a petition to the Governor of Hokkaido and the Speaker of the Hokkaido Prefectural Assembly, calling for the repeal of the Hokkaido Former Aborigines Protection Act and the enactment of a new law. In response, the Governor of Hokkaido (Yokomichi Takahiro) immediately established the Utari Issues Discussion Group, a private advisory body to the Governor. The "Forum" subsequently examined indigenous policies in the United States, Australia, and New Zealand, and in March 1988 submitted a report to the Governor of Hokkaido, in which it recommended abolishing the current "Hokkaido Former Aborigines Protection Law" and the "Asahikawa City Former Aborigines Protection Land Disposition Law," and enacting a "New Ainu Law" (tentative name) that would include the following: (1) a declaration to respect the rights of the Ainu people, (2) strengthening human rights protection activities, (3) promoting Ainu culture, (4) establishing an independence fund, and (5) establishing a new deliberative body. (However, the Forum rejected the Hokkaido Utari Association's request for "suffrage" in the form of "special seats for the Ainu in national and local assemblies," claiming that this would violate the Constitution of Japan.) It is noteworthy that the justification for enacting a new law with such content was based on the "indigenous rights" of the Ainu people. Using the report of this "forum" as a major foundation, the Hokkaido Utari Association subsequently requested the government to repeal the "Hokkaido Former Aborigines Protection Act" and the "Asahikawa City Former Aborigines Protection Land Disposition Act" and to enact a "New Ainu Law." The Association also proactively engaged in exchanges with indigenous peoples around the world, sent representatives to the United Nations to appeal to the world about the current situation of the Ainu people, and actively engaged in activities both domestically and internationally to realize the "New Ainu Law."

…　同協会はこの採択をふまえて同年7月，北海道知事･北海道議会議長に〈北海道旧土人保護法〉の廃止と新法制定について陳情書を提出し，北海道知事(横路孝弘)はこれをうけて，ただちに知事の私的諮問機関である〈ウタリ問題懇話会〉を設置した。同〈懇話会〉は，以後アメリカ，オーストラリア，ニュージーランドにおける先住民族政策等を検討したうえで，88年3月，北海道知事に答申書を提出し，そのなかで，現行の〈北海道旧土人保護法〉と〈旭川市旧土人保護地処分法〉を廃止するとともに，(1)アイヌの人たちの権利を尊重するための宣言，(2)人権擁護活動の強化，(3)アイヌ文化の振興，(4)自立化基金の創設，(5)審議機関の新設，などを含む〈アイヌ新法〉(仮称)を制定することを提言(ただし，北海道ウタリ協会が求めた〈国･地方議会にアイヌ民族の特別議席を設ける〉という〈参政権〉については，日本国憲法に抵触するとして否定)したが，こうした内容をもつ新法制定の根拠をアイヌ民族の〈先住権〉に求めたことは注目される。　この〈懇話会〉の答申書を大きな土台として，以後北海道ウタリ協会は，政府に対して〈北海道旧土人保護法〉〈旭川市旧土人保護地処分法〉の廃止と〈アイヌ新法〉の制定を要請するとともに，世界各地の先住民族との交流を積極的に行いながら，国連に代表者を派遣して，アイヌ民族の置かれた現状を世界に訴えつつ，国内での活動のみならず国際的な活動を通じて〈アイヌ新法〉の実現に向けて積極的な活動を展開していった。…
