This law (Law No. 91 of 1971) aims to protect the living environment and the health of the people by regulating the emission of malodorous substances. It does not regulate all malodorous substances, but only 22 types of malodorous substances that are generated by factories and other business activities (ammonia, methyl mercaptan, hydrogen sulfide, methyl sulfide (dimethyl sulfide), methyl disulfide, trimethylamine, acetaldehyde, propionaldehyde, n-butyraldehyde, isobutyraldehyde, n-valeraldehyde, isovaleraldehyde, isobutanol, ethyl acetate, methyl isobutyl ketone, toluene, styrene, xylene, propionic acid, n-butyric acid, n-valeric acid, and isovaleric acid) are regulated in areas designated by the governor in accordance with the regulation standards set by the governor. Mayors of cities, towns, and villages may recommend and order businesses that emit malodorous substances in violation of regulatory standards to improve the operation of facilities that emit the malodorous substances, improve equipment to prevent the emission of malodorous substances, or take other measures to reduce the emission of malodorous substances.
