In 1624, the Tsugaru Domain renamed the small village of Utou to Aomori Village and opened the port town. Hamamachi, Honmachi, and Yonemachi were first opened, and merchants were attracted by being exempt from various taxes. The entry and exit of merchant ships from Mutsu Bay was restricted to Aomori Port, which promoted development.
