When a strong wind blows from land to sea, surface water is carried offshore, and the bottom water, which has become extremely depleted of oxygen, rises up near land to replenish it. The sea surface turns a cloudy blue or green, and large numbers of fish and shellfish die from lack of oxygen. Blue tides in Tokyo Bay have been reported since around 1963, and they occur frequently in the northeastern part of the bay from summer to early autumn, becoming a major social problem. The mechanism of occurrence is qualitatively quite clear, but little is known quantitatively.
