Although they were managed by the Shogunate's Finance Magistrate, there was generally a strong aspect of direct involvement and control by local authorities such as domains and county magistrates, and the Shogunate's power was limited to indirect control, such as designating the routes of roads and stipulating the fare for people and horses. The post stations on the side roads also provided people and horses, and passengers on official business were transported free of charge or at a set fare, while others were transported at a relative fare, and official lodging fees were charged at inns, just like the Five Highways. …
