In modern times, at least in developed market economic societies, it has become a well-established practice for retailers who deal with general consumers to display the prices of the goods and services they sell in advertisements and on price tags, and for consumers to use these prices as a guide in making purchasing decisions. This is an inevitable result of the need to quickly and smoothly buy and sell an ever-increasing variety of goods and services, but there are many cases in which this practice is abused to display unfair prices that harm the interests of consumers, and regulating this practice has become an important issue in today's consumer protection policies.

現代の，少なくとも先進的な市場経済社会においては，一般消費者を相手とする販売業者が，自己の販売する商品やサービスの価格を広告や値札で表示し，消費者はこの価格表示を手引きとして購買の意思決定を行う，という習慣が確立している。このことは，ますます多種大量となってゆく商品･サービスの売買を迅速円滑に行う必要から必然的に生じた帰結であるが，この習慣を悪用して消費者の利益をそこなうような不当な価格表示が行われる場合も少なくなく，これを規制することが今日の消費者保護政策の重要な課題となっている。
