During the Elizabethan era, the reforms were not achieved due to Elizabeth's skillful administration, as well as the activities of John Whitgift in church politics and R. Hooker in ideology, and instead produced radical Puritans (separate from the Church of England) such as R. Brown. When James I ascended to the throne after Elizabeth's death, Puritan pastors submitted the Petition of the Thousands, calling for the promotion of reform, but all of their requests were not accepted except for the desire to create the King James Bible, and the Church of England system continued to be further tightened, and dissatisfied groups began to emigrate to the Netherlands and New England. …
