Established in 1962 at the suggestion of the Tokushima and Oita Prefecture Social Welfare Councils, it is an organization that accepts donations of labor and money for social welfare purposes and provides or lends these to those who need them. It can be considered a form of volunteer bureau, but it is characterized by the fact that it does not simply ask for donations of money and goods, but also accepts the donation of labor, including special skills. The name "bank" gave it a fresh feel, and it spread widely throughout the country, and at one time there were more than 1,000 organizations nationwide under various names such as Goodwill Bank, Service Bank, Love Bank, and Welfare Cooperation Center. 1962年に徳島県や大分県の社会福祉協議会の発案で設けられたもので,社会福祉のための労力や金品を預託し,これらを必要とする者へ,これらの労力や預託金品を支給・貸与する組織である。ボランティア・ビューローの一形態といえるが,たんなる金品の寄付を求めるということだけではなく,特技を含む労働を預託するところに特徴があり,〈銀行〉という呼名の新鮮さもあって,広く全国に普及し,一時は善意銀行,奉仕銀行,愛情銀行,福祉協力センターなど種々の名称のもとに,全国で1000ヵ所余の組織があった。
