...French administrative law has essentially developed into a unique legal system through the accumulation of precedents from administrative courts, particularly the Conseil d'Etat.

In Germany, after the establishment of a constitutional state governed by law in the second half of the 19th century, various administrative laws were enacted, and administrative courts (Verwaltungsgericht) were established in each state from 1863 onwards. In principle, disputes over public authority, apart from cases where the state acts as the subject of property rights, are subject to the jurisdiction of administrative courts, and a unique legal system of administrative law was recognized. Modelled on French administrative law and administrative jurisprudence, German administrative law and administrative jurisprudence, centred on the administration of public authority, was established towards the end of the 19th century.
