... Bellecourt's successor, L. Roche, had long experience as a diplomat in the Islamic world, was fluent in Arabic, had converted to Islam, and was well aware of the importance of local languages.When he arrived in Japan in 1864, he employed Father Mermet de Cachon, who was fluent in Japanese, as a diplomat and supported the shogunate in opposition to Britain, which supported Satsuma and Choshu. Furthermore, he linked up with the pro-French faction of the shogunate, including Kurimoto Sebei (Sokuun) and Oguri Uenosuke Tadamasa, with whom he had been acquainted in Hakodate, and invited engineer François Léonce Verny (1837-1908) to Japan to build the Yokohama Steel Works and Yokosuka Shipyards, sent a military advisory group led by Captain Jules Chanoine (1835-1915), who later became Minister of War during the Dreyfus Affair, and invited Paul Brunat (1840-1908?) to the Tomioka Silk Mill. In 1865, he had Mermet de Cachon open the Yokohama French Language School, and in 1867 he had the shogunate set up a Japanese pavilion at the Paris World's Fair, and sent Tokugawa Akitake, the younger brother of Shogun Yoshinobu, to study in France.

…　ベルクールの後任L.ロッシュはイスラム世界で長く外交官の経験があり，アラビア語に堪能でイスラムに改宗し，現地語の重要性をよく認識していたので，1864年日本に着任すると，日本語に習熟したメルメ･ド･カション神父を外交官に採用し，薩長を支持するイギリスに対抗して幕府を支持した。さらにメルメ･ド･カションが箱館で交際した栗本瀬兵衛(鋤雲)や小栗上野介忠順（ただまさ）ら，幕府の親仏派と結び，技師ベルニーFrançois Léonce Verny(1837‐1908)を来日させて横浜製鉄所，横須賀造船所を建設させ，後にドレフュス事件の際の陸軍大臣となるシャノアーヌJules Chanoine(1835‐1915)大尉を筆頭とする軍事顧問団を送り，富岡製糸場のためにはブリュナPaul Brunat(1840‐1908？)を呼んだ。65年にはメルメ･ド･カションに横浜フランス語学校を開かせ，67年のパリ万国博覧会には幕府に日本館を出させるとともに，将軍慶喜の弟，徳川昭武をフランスに留学させた。…
