Lemkin, R.

...It means mass murder, but since its origin is a compound word of the Greek word genos (race) and the Latin word caedes (murder), it is used to mean the planned destruction of a nation or ethnic (racial) group. The word genocide was first used by the Polish legal scholar R. Lemkin in his book Axis Rule in Occupied Europe (1944) as a term of condemnation of the persecution of Jews, Gypsies, and others by Nazi Germany. During World War II, the Allied powers called for the punishment of the atrocities of Nazi Germany, and the St. James Declaration of January 1942, issued by the nine governments in exile in London (Belgium, Czechoslovakia, France, Greece, Luxembourg, the Netherlands, Norway, Poland, and Yugoslavia), listed the punishment as one of the main war aims.

…集団殺害を意味するが，語源がギリシア語のgenos(種族)とラテン語caedes(殺戮)の合成語であることから，ある国家あるいは民族(人種)集団を計画的に破壊するという意味で用いられる。ジェノサイドという語は，ポーランド人法学者レムキンR.Lemkinにより《被占領ヨーロッパにおける枢軸国の支配Axis Rule in Occupied Europe》(1944)の中で，ナチス･ドイツによるユダヤ人やジプシー等の迫害に対する非難を込めた言葉として初めて使われた。　第2次大戦中から連合国側はナチス･ドイツの残虐行為に対する処罰を唱え，1942年1月のロンドン亡命9ヵ国政府(ベルギー，チェコスロバキア，フランス，ギリシア，ルクセンブルク，オランダ，ノルウェー，ポーランド，ユーゴスラビア)による〈セント･ジェームス宣言〉は，その処罰を主要な戦争目的の一つに掲げた。…
