Leovigild

...This made it possible to form a political system unique to the Visigothic Kingdom, in which the Council of Toledo was not just the church's decision-making body, but the most important decision-making body for the governance of the kingdom. Leovigild (reigned 568-586) conquered the Suebi Kingdom, which had been established at the western end of the peninsula, in 588, and Sisebut (reigned 612-621) suppressed the separatist forces in the Basque region, achieving a degree of political unification. In 654, Reccesvinth (reigned 649, 653-672) abolished the old personal law and promulgated the territorial law Liber judiciorum, which applied to all residents living within the kingdom, achieving legal unification.
