...The central government consisted only of the captain of the Keshik (guard), who served the Khan's Ordo, who later served as the Privy Councillor (military governor) and Prime Minister, and the Jarguchi (judiciary), who was equivalent to the Chief Judge. The local government system was based on the Thousand Household System (88 nobles were appointed to 95 thousand households) established in the first year of the reign of Emperor Taizu (1206), and the Mingghan and Jaghun, who were also military and civilian governors, were in charge of governing the Mongolian and Turkish nomads. However, Dargachi (supervisors) were dispatched to new territories to monitor and urge the fulfillment of the duties imposed on vassal states (household investigations, recruiting troops, procuring military supplies, collecting tributes, and setting up relays). However, considering the actual situation at the time when local influential people were given peace and their old-fashioned rule was tolerated, it may be difficult to say that the Dargachi officials, who acted as inspectors, were a part of the Mongolian governing system in the strict sense. …

…中央政府としては，ハーンのオルドに近侍するケシク(宿衛)の隊長がのちの枢密院使(軍政長官)と宰相とを兼任するほか，別に司法長官に相当するジャルグチ(断事官)が加わって構成されるだけであった。地方官制も太祖元年(1206)の制定にかかる千戸制(88功臣をもって95の千戸が任命された)に基づいて，これまた軍民兼領の千戸長Mingghan･百戸長Jaghunがモンゴル系･トルコ系遊牧民の統治を担当するものだった。もっとも新たな経略地に対しては，とくにダルガチ(監督官)が派遣されて服属国に課せられた義務(戸口調査，募兵，軍糧調達，貢賦徴収，駅伝設置)の履行を監視し督促したが，現地の有力者を安堵してその旧態支配を容認した当時の実情を考えると，目付役としてのこのダルガチ官は厳密な意味でのモンゴル統治制度とはいいがたいかもしれない。…
