…This report, submitted to the British Parliament in April 1918 before the end of World War I, was about the reforms to be made in the governance of India after the war. It was officially called the Report of the Indian Constitutional Commission. Edwin Samuel Montagu, who was newly appointed Secretary of State for India in August 1917, made a statement about the "gradual realization of responsible government in India." In accordance with this, he visited India to inspect the current situation and met with Indian princes and political leaders. This report was submitted jointly by Governor-General FJ Napier and 1st Viscount Chelmsford.
