…It was first published in 1930 by the Union of Soviet Organizations for Cultural and Friendship with Foreign Countries and the Novosti News Agency as a foreign information paper, but since 1986-87 during the perestroika period, it has played a key role in promoting glasnost. The Russian edition of the paper is called Moskovskie Novosti. It has also published articles by Ambartsumov, who highly praised the transition to the NEP as a necessary flexibility for today's system reform, arguments by R. Pipes, an American hardliner on the Soviet Union, and open letters by exiles such as Lubymov expressing skepticism about perestroika.
