Convention for the protection of fur seals

[background]
Because their fur is high quality and expensive, fur seals in the North Pacific Ocean were actively hunted by Europeans and Americans, and by the end of the 19th century, their stocks had declined significantly. Concerned about this situation, the United States called on the relevant countries, Japan, the United Kingdom (Canada was a British colony at the time), and Russia, to conclude a treaty aimed at preserving and protecting the stocks. As a result, the Convention for the Protection of Fur Seals was concluded in 1911 with these four countries as its constituent countries. The treaty remained in force until Japan notified it of its termination in 1940, and made a significant contribution to increasing the stocks, but after the treaty expired, fur seals were hunted without any restrictions, and the stocks declined again.
