A town in Rumoi County, Hokkaido. It faces the Sea of Japan, to the north of Rumoi City. The main settlements are Obira, which is centered on agriculture and forestry, and the fishing village of Onishika. The town produces rice and melons, and its fishing industry is centered on coastal fishing, but it also cultivates scallops. Coal mining resumed in 1983. 627.22 km2 . 3,717 people (2010).
