Qualification

...This is related to identifying the legal nature of a particular claim or problem when making a legal claim. This is called characterization (classification, qualification) of the legal nature of a claim or problem, and although it can occur in the application of all laws, it usually does not pose a major problem. However, when trying to apply conflict of laws for this purpose in dealing with international relations, the importance of the problem becomes apparent.
