Under the self-assessment system, the amount of tax payable is determined by filing a tax return, but if the filing obligation is not properly fulfilled, the administrative agency (the director of the tax office) must exercise the authority to make supplementary determinations. Among such supplementary tax determination dispositions, when the calculation of the tax base or tax amount, etc., described in the tax return for a tax return is not in accordance with the provisions of law or differs from the results of the administrative agency's investigation, a disposition to correct the contents of the return is called a correction (Article 24 of the National Tax General Law), and when a tax return is not filed, a disposition in which the administrative agency determines the tax base, tax amount, etc., through investigation is called a decision (Article 25). 申告納税制度の下においては,納付すべき税額は,納税申告によって確定することが原則とされるが,申告義務が適正に履行されない場合には,行政庁(税務署長)が補充的に確定する権限を行使しなければならない。このような補充的な租税確定処分のうち,申告がなされている租税について,その納税申告書に記載された課税標準や税額等の計算が法律の規定に従っていなかったり,行政庁が調査したところと異なっているときに,申告内容を是正する処分を更正といい(国税通則法24条),申告がなされていない場合に,行政庁が調査によって課税標準,税額等を決定する処分を決定という(25条)。
