… To touch upon the history of public administration in Japan, a course on public administration was offered at the University of Tokyo between 1882 and 1890. The lecturer was the government teacher Karl Rathgen (1855-1921), and the content of the lecture was German-style public administration based on the tradition of cabinet studies. With the establishment of the Imperial Constitution in 1889 and the subsequent establishment of the Public Law Code, the curriculum of the University of Tokyo underwent a major revision in 1890. …
