…the nickname for the keynote report entitled “Towards a New Trade Policy for Development,” which was submitted as a discussion paper at the first United Nations Conference on Trade and Development (UNCTAD) held in Geneva in 1964. It is named after the Argentine economist Raúl Prebisch (1901-), who was the first Secretary-General of UNCTAD and wrote it.
