Northern fur seal conservation treaty

Its official name is the Interim Convention on Conservation of North Pacific Fur Seals, and it came into force on October 14, 1957.

Because their fur is high quality and expensive, North Pacific fur seals were actively hunted by Europeans and Americans, and by the end of the 19th century their stock had declined significantly. Concerned about this situation, the United States called on the relevant countries, Japan, the United Kingdom (Canada was a British colony at the time), and Russia, to conclude a treaty aimed at preserving and protecting the stock. As a result, the Convention for the Protection of Fur Seals was concluded in 1911 with these four countries as the constituent nations.

［経緯］
　その毛皮が良質で高価なため，北太平洋のオットセイは欧米人により積極的な捕獲の対象とされ，19世紀末には資源が著しく減少した。この状況を憂慮したアメリカは，資源の保存および保護を目的とした条約の締結を関係国たる日本，イギリス(当時カナダはイギリス領)，ロシアに呼びかけた結果，1911年，この4国を構成国とする〈おっとせい保護条約Convention for the protection of fur seals〉が締結された。
