A scholar of administrative law from the Meiji to early Showa periods. Born into a samurai family of the Saga domain. His mother was Wakako. He graduated from the law department of the Imperial University in 1892. He was appointed by Kinmochi Saionji to be a staff member at the newly established Kyoto Imperial University, and studied in France and Germany from 1923 to 1932. After returning to Japan, he became a professor at Kyoto Imperial University, where he taught administrative law. He also worked hard to establish the Kyoto School of Law and Politics (the precursor to Ritsumeikan University). At the request of Goto Shinpei, the civil administrator of the Taiwan Government-General, he spent 10 years investigating old customs, compiling the results into a 3,000-page magnum opus, "Administrative Law of the Qing Dynasty." Sakano Masataka commented that the book "reflects the entire universe of Qing China through the lens of law." Believing that research on mainland China is essential to Taiwanese studies, he traveled to the continent with Okamatsu Santaro and Kano Naoki for research. From 1921 to 1930, he served as a judge at the Permanent Court of International Justice at The Hague. It is said that there are people who ask the current Judge Oda Shigeru, "Are you also a member of the Oda family?" In 1931, he became an Imperially appointed member of the House of Peers and Honorary President of Ritsumeikan University. He was not allowed to become a Privy Councillor because of his support for the Emperor Organ Theory and his liberal political stance. 明治から昭和前期の行政法学者。佐賀藩士の家に生まれた。母は和加子。明治25(1892)年帝大法科卒。西園寺公望に,新設の京都帝大スタッフとして嘱望され,28~32年仏独に留学,帰国して京都帝大教授となり,行政法を担当。京都法政学校(立命館大の前身)の設立にも尽力。台湾総督府民政長官後藤新平の依頼で10年の歳月を費やして旧慣調査を行い,成果を3000ページにおよぶ大著『清国行政法』にまとめた。坂野正高は同書を「清代中国の森羅万象が法のレンズを通じて映し出されている」と評した。台湾研究には中国本土の研究が不可欠であるとして,岡松参太郎,狩野直喜と大陸に調査旅行。大正10(1921)~昭和5(1930)年,ハーグ常設国際司法裁判所判事となる。現在の小田滋判事に「あなたもあのオダさんの一族ですか」と尋ねてくる人がいるという。昭和6(1931)年貴族院勅選議員,立命館大名誉総長となる。枢密顧問官になれなかったのは,天皇機関説を支持したことと,リベラルな政治的姿勢によるという。20年5月25日の東京空襲で夫人と共に死去した。<著作>『行政法講義』『法と人』『日本行政法原理(仏文)』
