From the beginning of the 1750s, Pyotr Ivanovich Shuvalov (1710-1762) became the de facto leader of domestic affairs, and he implemented a policy of economic liberalism and rule of law, such as abolishing domestic customs duties and working on compiling a legal code, but the legal status of serfs declined.
