...The coastal areas of the country were therefore organised into districts, each of which was responsible for building and outfitting a warship, providing it with weapons and provisions, and manning it with rowers. These were then divided into districts, each of which could be called a rower's group, each of which could provide a crew member. In Norway, a district from which a ship could be sent out was called a skipreide or skipssýsle (meaning "ship duty" or "ship district"), in Denmark a skiben ("ship"), and a unit from which a rower could be sent out was called a manngjerd ("crew duty") or a havne ("oar string"). The relationship between districts and administrative units was unclear in the early stages, but it was calculated that there were four or five skipens in one herred (the area corresponding to the Icelandic herad) in Denmark, and the number of districts in Norway did not correspond to the actual number of mobilised sailors.
