Khurilta

...the highest decision-making body of the Mongol Empire, a term found in West Asian documents. In Mongolian records, it is called Khurilta, Khuril, or Khural. The nomadic tribes of the Mongolian Plateau had the ancient custom of electing clan and tribal leaders, national rulers, etc., at meetings attended by members of the same tribe and influential people. The Mongols inherited this tradition, and already in the 12th century, kurultai were held to elect tribal leaders. After the Mongol Empire was established in 1206, the Khuriltai came to play the role of the highest institution in the empire, with members of the Genghis Khan family and other royal families and nobles participating, and it discussed and decided on the selection of candidates for the emperor, the election of the emperor, foreign campaigns, the issuance of laws, and other important national affairs.
