A social worker is a specialist who has received a certain level of organized and systematic education and training and is involved in social welfare activities, but the type of job a social worker has varies depending on the field they work in. Currently, the social welfare officer stipulated in the Social Welfare Services Act is the basic qualification for appointment to various welfare positions stipulated in the Public Assistance Act, Child Welfare Act, Maternal and Child Welfare Act (renamed the Mother and Child and Widow Welfare Act in 1981), Elderly Welfare Act, Physically Disabled Welfare Act, and Mentally Retarded Welfare Act. However, there is no qualification system for medical social workers in hospitals and health centers, so there is a need for professionals who work in medical settings as part of a team to rehabilitate patients and disabled people.

一定の組織的，体系的な教育と訓練をうけ，社会福祉活動に携わる専門家をソーシャル･ワーカーというが，ソーシャル･ワーカーはその対象分野により職種が異なる。現在，社会福祉事業法で定められている社会福祉主事は，生活保護法，児童福祉法，母子福祉法(1981年〈母子および寡婦福祉法〉に改称)，老人福祉法，身体障害者福祉法，精神薄弱者福祉法などに定められた各福祉職任用の基礎資格となっている。しかし病院や保健所における医療福祉士medical social workerについては資格制度がないので，患者や障害者のリハビリテーションのために，チームワークの一員として医療の場で働く専門職の必要が説かれている。
