There, he cooperated with Herzen's revolutionary magazine Kolokol, but they disagreed over tactics. He moved to Italy and founded the International Brotherhood, International'noe bratstvo. In 1867, he attended the League for Peace and Freedom Congress and wrote the manifesto, Unionism, Socialism, Anti-Theology.
