instrument flight rule

…When pilots operate aircraft in conditions where there is insufficient visibility for them to rely on their own eyesight, they must fly using on-board instruments while constantly receiving instructions from air traffic control regarding the aircraft's flight route, altitude, and flight method. This method of flight is called instrument flight rules, or IFR for short. Currently, scheduled airlines usually operate under IFR even when visibility is good, in order to prepare for weather changes en route and to prevent collisions and close encounters with other aircraft. …

From [Aviation Weather]

... Aviation weather observations are conducted precisely because each airport has minimum weather conditions for safe takeoff and landing, and flight procedures are restricted by weather conditions even when the weather is better than the minimum conditions.
[Flight method]
There are two flight rules: visual flight rules (VFR) and instrument flight rules (IFR). If the ground visibility at an airport is 5km or more and the cloud height is 300m or more (450m at some airports), the weather conditions are called visual meteorological conditions (VFR meteorological conditions (VMC)), and aircraft can fly according to VFR.
