Located in the northeastern part of Chiba Prefecture, facing the Pacific Ocean, the city straddles the northern part of the Kujukuri Plain and the Shimousa Plateau. It was incorporated as a city in 1954. Tokaichiba, the city center, developed from a local town in the early modern period. After the opening of the Sobu Railway (now the Sobu Main Line) in 1897, the city developed, and during World War II, a naval air base was established here. The paddy fields were a modern-era development area known as the tidal flats, with a land area of ​​80,000 koku, and it is a prolific producer of rice and vegetables. The coastal sandy soil is a major producer of sweet potatoes, and there are many starch factories. Since 1961, machinery, tool, and leather processing factories have been attracted to parts of the former naval air base. In July 2005, Higata Town, Katori District, Kaijo Town, and Iioka Town, Kaijo District, were incorporated into the city. The city suffered damage during the Great East Japan Earthquake. 130.45 km2 . 69,058 people (2010).
