Born on September 2, 1811. Adopted son of Katsura Takamasa. Seventh generation of the Katsura family, a large village headman in Niitsu, Echigo (Niigata Prefecture). He studied under Suzuki Shigetane, and together with wealthy farmer Otaki Mitsuakira of Dewa Shonai, he assisted his teacher in publishing "Nihon Shoki-den." He also studied the theories of Sato Nobuhiro, and tried to apply them to agriculture and civil administration. He died on September 15, 1871, at the age of 55. He was commonly known as Shingo, and his pen name was Hoseikyo. His works include "Saisei Yoraku" and "Yokei Sotsutsubun."
