In Japan, the Medical Care Act defines a hospital as a place where doctors or dentists provide medical or dental services for the public or a large number of specific people, with facilities to accommodate 20 or more patients, and which is organized and operated primarily for the purpose of providing convenience for the sick and injured to receive scientific and proper medical treatment. On the other hand, the World Health Organization (WHO) Committee on Medical Organization defines a hospital as an integrated medical and social organization whose function is to provide complete curative and preventive health care to the entire population, whose outpatient services extend to the family and home environment, and which also serves as a training center for various medical professionals and biological and sociological researchers.
