Monnet initially expected that such supranational organizations would gradually expand their functions and increase the number of member states, ultimately leading to the establishment of a "European federation" as the federalists had aimed for. In his early research, international integration researchers such as Ernst B. Haas also hypothesized that when international integration begins in one sector, it will have an automatic ripple effect, gradually expanding functions and member states, providing theoretical support for Monnet's plan. In fact, in 1958, the European Economic Community (EEC) and Euratom (EURATOM) were established, with the aim of unifying the overall economic and social policies of Europe and establishing a common market.
