An African self-governing region in the Republic of South Africa created by the South African government's policy of separate development. Under the Natives Land Act of 1913, Africans in the Federation of South Africa were segregated by tribe into reserves, which accounted for 9% of the national land area, and the Natives Trust Land Act of 1936 expanded the area to 13%, but the implementation of this was significantly delayed by the outbreak of World War II. In the 1950s, population pressure on the land in the reserves increased, and the government appointed the Bantu Community Economic Development Commission (commonly known as the Tomlinson Commission) to resolve this issue, and its report was submitted in 1955.
