After the Treaty of Shimonoseki was concluded, the name of the country that declared independence due to the Taiwanese people's opposition to the cession. On May 10, 1895, Japan organized the Taiwanese government-general, and the Taiwanese people who opposed the cession to Japan supported the Chinese bureaucrats living there and established the first republican government in Asia on May 23, declaring the independence of the Democratic Republic of Taiwan. They declared independence with excessive expectations of French support, but without receiving recognition from other countries, it collapsed in October of the same year due to the advance and oppression of the Japanese army. During this time, the Chinese bureaucrats who had been supported fled Taiwan one after another after the announcement of the independence declaration, and the immigrants and native Taiwanese people fiercely resisted the Japanese army. One of the people who led the resistance army to the end was Liu Yung-fu, who led the Black Flag Army in the anti-French struggle in Vietnam.

下関条約を受けて1895年５月10日，日本が台湾総督府を編成すると，日本への割譲に反対する台湾住民が，在住の中国人官僚を担いで，５月23日アジア最初の共和政府を建て台湾民主国の独立を宣言。フランスの支援を過大に期待して独立を宣言したが，諸外国の承認を得られぬまま，日本軍の進撃・弾圧で同年10月に崩壊。この間，独立宣言発表後から，担ぎ上げられた中国人官僚は次々に台湾を逃げ出し，移住民と台湾先住民が日本軍に激しく抵抗した。最後まで抵抗軍を指導した人物のひとりに，ヴェトナムで黒旗軍を率いて反仏闘争を展開した劉永福がいた。
